HOA:
The HOA at Mustang Lakes (click here for managment company) comes in like the screenshot below (as of 7/2024) so make sure you are using a Realtor who has ensured in the initial contract who is paying for these items otherwise the seller will be left with the entire bill.
Left the way our standard contracts are written the ADDENDUM FOR PROPERTY SUBJECT TO MANDATORY MEMBERSHIP IN A PROPERTY OWNERS ASSOCIATION (revised addendum, effective February 1, 2023). This change clearly delineates the financial responsibilities and places a cap on the buyer's obligations, shifting any excess costs to the seller. This will continue until the HOA revises the way they send the Subdivision Information Form or it is changed in the contract to purchase. 
The information below was obtained by Realtor Alicia Duffy when speaking with Gay Griffin Lead Resale/Closing Specialist with Insight Association Management, AAMC ® T 214-494-6002. Below is screenshots from the HOA Subdivision Form they send title.
The resale certificate is the $450.00 product fee which should be paid at or before contract execution to close that buyer out loophole. Future assessments at $528 is for the buyer (first 3 months hoa dues). The acquisition fee can be charged to either party.
PID:
This community does have a PID. A Public Improvement District (PID) is a defined geographical area established by a city or county to fund specific types of public improvements or maintenance through assessments levied against the property owners within the district. This includes infrastructure like roads, water and wastewater systems, parks, and landscaping. It is collected with the homes property taxes. With a PID make sure your realtor fully understands all of the extra addendums and can explain to you all of the financial implications.
